Implementation projects are usually characterised by a high work and resource load. If these capacities are not available, the project duration will be extended or the project will be delayed. However, this contradicts the desired agility and the demand for short time-to-market periods. Once the use cases have been implemented, rolled out and the "project" is completed, the customizing effort is usually reduced to a minimum. For this reason, it is usually not worthwhile to increase personnel in this area in the long term. In addition, in many cases it is not easily possible to create vacancies or find suitable specialists in the short run.
